SAM FILKINS NAMED PRESIDENT OF THE KNOX COUNTY AREA DEVELOPMENT FOUNDATION AND KNOX COUNTYLAND BANK

MOUNT VERNON, OH – The Knox County Area Development Foundation (ADF) and the Knox County Land Bank proudly announce that Sam Filkins has been named President of both organizations, effective immediately.
Since 2020, Filkins has served as Vice President of the Area Development Foundation and Knox County Land Bank, where he spearheaded strategic initiatives across both organizations. During his tenure, Filkins secured over $6 million in state grants to support redevelopment projects and expand access to affordable housing throughout Knox County.
“Sam has demonstrated great enthusiasm and knowledge in his work with ADF and his accomplishments have been impressive,” said Bruce White, Chair of the ADF Board. “With the continuity provided through Sam’s promotion to the position of ADF President, and the continued support and growth of the rest of the ADF Team, I know our community will see and benefit from uninterrupted progress and continued achievement.”
As the operational lead for the Knox County Land Bank, Filkins played a central role in revitalizing downtown properties and distressed neighborhoods. His leadership helped catalyze projects such as the redevelopment of a key commercial building in Downtown Mount Vernon and the construction of twelve affordable homes through the Welcome Home Ohio program in partnership with Habitat for Humanity of Knox County. He has also worked closely with JobsOhio and One Columbus to certify industrial sites and increase business attraction opportunities for Knox County.

Filkins holds the Development Finance Certified Professional (DFCP) designation from the Council of Development Finance Agencies and is a Certified Planner through the American Institute of Certified Planners. His collaborative work with local municipalities and organizations has elevated county-wide strategic planning efforts, strengthened partnerships, and fostered long-term investment in the region’s growth.

Outside of his professional work, Filkins is an active community volunteer, serving on the boards of Knox County Head Start (as Board Treasurer), and United Way of Knox County (as 2025 Board Chair). He enjoys exploring the vibrant parks and historic downtowns of Knox County with his wife and two children.
