MOUNT VERNON, September 30, 2024 – Paul Mayville has been appointed Auditor of
the City of Mount Vernon.
Mayville was sworn into the office by Mayor Matthew Starr on the morning of Monday,
September 30, 2024. Interim Auditor Samantha Ramsier’s last day in the office was
Friday, September 27. She was appointed to her position on September 6, beginning work
the next day. On August 26,
Terry Scott announced that he would retire effective September 6, after serving in
the elected position for 30 years.
On Thursday, September 26, the designated members of the Knox County Republican
Central Committee met and voted unanimously to appoint Mayville the City’s Auditor.
“Paul brings a wealth of experience and a strong commitment to modernizing the Auditor’s office and improving communication across all levels of City government. We can now move forward with making
this office more responsive, and Paul is fully on board with this mission,” said Mayor Starr.
“Samantha was instrumental in stabilizing the situation and initiating the necessary
updates to our processes. She started the process of modernizing procedures and
appointed staff that has been working around the clock to keep the City operating,” Starr
said. “We are immensely grateful to her.”
During this recent transition in the Auditor’s office, it became evident that outdated policies
and procedures led to delays in bill payments, payroll disruptions and challenges in
general auditing and reporting processes. Staffing shortages in the office affected

communication with other City departments and elected officials, leading to further delays
and misunderstandings.
“Our focus is on creating a more responsive and effective Auditor’s office that meets the
needs of our City today and into the future. This includes updating our technology,
improving communication channels, and ensuring that our processes are streamlined and
efficient,” said Safety-Service Director Tanner Salyers.
“The Auditor’s office is now working closely with other departments and elected officials to
restore effective collaboration so that everyone is informed and engaged in the process,”
he said.
Mayville’s appointment as Auditor extends to November 2025, when he will have to run for
the latter half of the current elected term, which concludes at the end of 2027.
