by Todd Hill, Clerk of Council. The legislation is on file with the Clerk of Council, 40 Public
Square, Mount Vernon, Ohio for public inspection.

R ESOLUTION NO. 202 4 – 8 8

A Resolution confirming the Mayor’s appointment of Emil Diener to the Shade Tree
and Beautification Commission for a three (3) year term; and declaring an
emergency.

RESOLUTION NO. 20 2 4 – 8 9

A Resolution authorizing the Safety-Service Director to accept the material terms of
the national opioid settlement with the Kroger Co.; and declaring an emergency.

A Resolution authorizing and directing the Auditor of the City of Mount Vernon to
make supplemental appropriations.

ORDINANCE NO. 2024 – 3 7

An Ordinance declaring the improvements to certain real property located in the City
of Mount Vernon, Knox County, Ohio to be a public purpose; declaring such
improvements to be exempt from real property taxation; requiring the owners thereof
to make service payments in lieu of taxes; designating the public infrastructure
improvements to be made that will directly benefit the real property; and establishing
a public improvement Tax Increment Equivalent Fund for the deposit of service
payments; and declaring an emergency.

This Public Notice has been published on the City of Mount Vernon’s website
(www.mountvernonohio.org), the City’s Facebook account, and has been distributed to local
media in Knox County, Ohio and the City of Mount Vernon, Ohio as a news release.

ORDINANCE NO. 2024 – 3 9

An Ordinance with reference to the wages and benefits of bargaining unit employees
and fixing the wages and benefits of bargaining unit employees of the City of Mount
Vernon, Ohio; Mount Vernon firefighters and paramedics, I.A.F.F. Local 3712,
wages to be effective the first day of July 2024; and declaring an emergency.
