Scott A. Cowgill, 44, allegedly knowingly caused or attempted to cause physical harm to a household member on or around May 4. On the same day, Cowgill allegedly committed assault by causing or attempting to cause physical harm to another individual.The domestic violence charge is a third-degree felony. The assault charge is a first-degree misdemeanor.Cowgill has two prior convictions for domestic violence, one in June 2008 in Franklin County, the other in December 2009 in Fairfield County.Additionally, Cowgill was found to have a 9mm handgun in his possession in the Knox County incident. He is barred from having a weapon due to his prior felony convictions.The weapons charge is a third-degree felony.•
